Artificial Insemination and Breeding Services

The overall objective for animal breeding services is to improve the quality and productivity of the animals. For many years, the government through external financial and technical support  developed an elaborate and relatively effective national AI field service. This service was based on daily runs delivery system with semen provided at highly subsidized rates. Alongside the AI field services, bull schemes were also established in some areas to complement this mode of AI delivery to farmers. However, with increasing financial requirements to service the AI programme and with the introduction of the Structural Adjustment Programmes (SAPs), the government introduced privatization of AI services in 1991. The department was left with limited role to provide AI services in areas where private sector is not well developed. Since then, the performance of these services and the breeding industry in general has been on the decline.
