The Division was created in line with on going Government's public sector reforms.
- Divisions main objective is to transform Livestock Production into a profitable, commercial oriented and comparative sub-sector
- The vision is being realized through working closely with stakeholders and collaborators, focusing on:-
- Looking into ways and means of creating favorable environment for Private sector to venture into Value Addition, Processing & marketing of Livestock and Livestock Products.
Current impediments that need reforms include- multiple trade licenses, High taxations, high power tariffs, lack of direct and/or indirect support by Government.
- Identifying factors influencing the cost of doing business in the Livestock sub-sector, right from primary production through processing to marketing.
To ensure steady and predictable supply of raw materials and processed products from the sub-sector, primary producers, processors and the market MUST Â manage the 'Supply chain' as well as the Value Addition chain.
Functions and Mandates
- Guidance in formulation, development and legislation of appropriate Livestock Agribusiness and Value Addition policies.
- Facilitation and coordination of Development of Livestock micro-enterprises and business Plans.
- Maintenance of inventories and monitoring collection, processing, processors, including levels of production and utilization of livestock products and by-products.
- Ensuring quality and standards control of livestock products..
- Research agenda setting in liaison with relevant stakeholders.
- Provision of technical guidance in all aspects of Value Addition to Livestock Products, by-products agribusiness services.
Specific Objectives of the Division
- Develop and guide appropriate livestock agribusiness and value addition policies and legislation.
- Facilitate and coordinate livestock micro enterprise development
- Ensure quality and standards control of hive and livestock products, equipment and emerging livestock products.
- Liaise with the Director of Veterinary Services and other regulatory bodies to ensure standards of livestock and livestock products for local consumption and export are maintained.
- Monitor and coordinate collection and processing of milk, honey and other livestock products.
- Monitor levels of production, processing and utilization of livestock products and by-products.
- Develop livestock business plans and maintain a comprehensive databank for the same.
- Set research agenda on processing and value addition for livestock products and by-products.
- Facilitate credit access and promote investment for upcoming entrepreneurs in the livestock industry.
- Promote investment in value addition for livestock product and by-product
- Promote consumption and utilization of value added livestock products and by- products.
- Promote private sector entrepreneurship in value addition/cottage industries.
- Coordinate livestock product processors and maintain an inventory of the same.
- Provision of regulatory and quality control of livestock based products and by-products.
- Organizing and co-coordinating routine checks on honey and livestock products, processing, storage, marketing and labeling.
- Co-ordinate sampling of honey and livestock products for quality control tests.
The Division will be headed by deputy Director of Livestock Production assisted by a processing specialist and entrepreneurship expert.
