Non-Core Functions

The non-core functions are those that the Ministry has performed in the past but are now best performed by the private sector and the civil society organizations. Outsourcing of these services will enable the Ministry concentrate its efforts on the core functions. These functions include:

1. 1. Holding grounds, outspans and auction yards
   2. Provision of veterinary clinical services
   3. Establishment and maintenance of firebreaks
   4. Artificial insemination services
   5. Livestock breeding and multiplication services
   6. The running of training institutions
   7. Production of beehives and bee keeping accessories
   8. Construction of fish landing sites, jetties and ice making

The Ministry would, however, need to maintain an oversight role with regard to the quality of services offered by the private sector players who choose to offer these services.
