The need to form the company arose out of realisation that poverty levels in the area were making it difficult for most of the farmers to raise funds to cater for their basic needs. In addition the farmers in the area were faced with various challenges that made dairy farming less productive including lack of storage facilities, inadequate animal feeds, low adoption of Artificial Insemination (AI), and poor access to markets among others.

The Veterinary Policy is provided for in the Fourth Schedule of the Constitution of
Kenya. It aligns developments in the animal resource industry to the Constitution itself
as well as the Kenya Vision 2030, Millennium Development Goals and the international
animal health law, treaties, agreements and conventions ratified by Kenya. The
overarching treaty is the World Trade Organization agreement particularly the agreement
on the Application of Sanitary and Phytosanitary measures which Kenya ratified on 23rd
December 1994 and came into effect on 1st January 1995. The Policy also recognizes that
Kenya is a member of the Common Market for East and Southern Africa, the East
African Community and the Inter-Governmental Authority on Development and
therefore harmonizes with the relevant provisions of the constitutive treaties for these
Regional Economic Communities.
